Such officers [members of the office staff] and members of an approved union as may be authorised by or under rules made in this behalf by the [State] Government shall in such manner and subject to such conditions as may be prescribed, have a right, and shall be permitted by the employer concerned— (a) to collect sums payable by members to the union on the premises where wages are paid to them ;
