A stoppage shall be illegal, if it is commenced or continued,—

(a) with the object of compelling the [Central or [State] Government] or any public servant to take or abstain from taking any particular course of action in regard to an industrial matter, where [Central or [State] Government] is not an employer in the industry concerned, or
