If any landlord recovers rent from any tenant in contravention of the provisions of section '[8, 9, 9A or 9C'] he shall forthwith refund the excess amount recovered to the tenant and shall be liable to pay such compensation to the tenant as may be determined by the Mamlatdar in this behalf and shall also be liable to such penalty as may be prescribed by rules made under this Act.
