The Court may issue commissions of its own motion, or on the application of any party to the suit or the witness to be examined in the suit. Applications for the issue of commissions should be made as early as possible and ordinarily before the settling date. Notice of any such application should be given to the other party. In every case, the Judge shall record the reasons for issuing the commission which should be stated in brief in the appropriate register prescribed in that behalf.
