Statutory text

Court officials should not be appointed as Commissioners unless in any particular case the Judge thinks that the commission will be more efficiently or economically performed by a member of the staff than by a lawyer or private person. If it is found convenient and expeditious, a Court official who possesses the necessary qualifications may be appointed as Commissioner for the purpose of local investigation and preparation of maps and plans.
