The interrogatory with the cross-interrogatory, if any, should be arranged in proper sequence in the letter of request and in the certified copies of the translation. Instead of enclosing interrogatories the letter of request may request that the local agents of the parties to the proceedings, whose names and addresses should be given, should be permitted to appear at the examination of the witnesses and ask or submit to the foreign judicial authority the questions which they desire to put.
