Letters of request and accompanying documents intended for transmission to foreign countries through diplomatic channels should be sewn together in a stout paper cover down the left hand side, the ends of the silk, tape or thread with which they are sewn being brought out on to the front cover, and the ends sealed with the seal of the Court.
