The Clerks of the Courts are directed to inform every person presenting an application for leave to sue or defend in forma pauperis that he may avail himself of the free legal aid and service of a lawyer under Paragraphs 246 to 248 above. The Clerk of the Court should make an endorsement on every such application to the effect that the party presenting it was informed of the said provisions.
