The District Judge is the head of the judicial administration in his district. He has general control over all the Courts in his district and their establishments and is responsible for the proper and efficient conduct of judicial business in these Courts. This is his personal responsibility, which he must exercise by keeping a close and constant watch over the conduct of work in all the courts. The administrative work is as important as judicial work and should never be neglected.
