Gujarat Land Revenue Code, 1879
The right of grazing on free pasturage-lands shall extend only to the cattle of the village or villages to which such lands belong or have been assigned, and shall be regulated by rules to be made from time to time, either generally or in any particular instance, prescribed by the Collector with the sanction of the '[State Government]. The Collector's decision in any case of dispute as to the said right of grazing shall be conclusive.
