Gujarat Land Revenue Code, 1879
The [State] Government shall appoint in each district as officer who shall be the Collector and who may exercise, throughout his district, all the powers and discharge all the duties conferred and imposed on a Collector or an Assistant or Deputy Collector by this Act, or any other law for the time being inforce, and in all matters not specially provided for by law shall act according to the instructions of the [State] Government.
