(1) In this section, the Commission means the Finance Commission constituted by the Governor pursuant to clause (1) of article 243-I of the Constitution; (2) The Commission shall consist of such number of members not exceeding five including the Chairman as may be determined by the State Government; (3) The Chairman of the Commission shall be selected from amongst persons who have had experience in public affairs and the other members shall be selected from among persons who-
