Gujarat Panchayats Act, 1993
(1) A district panchayat may, with the previous sanction of the State Government, make bye-laws for a village panchayat generally for carrying out the purposes of this Act. (2) Without prejudice to the generality of the foregoing provision, the district panchayat may make bye-laws—
