Gujarat Provincial Municipal Corporations Act, 1949
No permanent officer or servant shall be entertained in any department of the municipal administration unless he has been appointed under section 40 or 45, or his office and emoluments are covered by sub-section (1) of section 51 or are included in the statement sanctioned under sub-section (3) of section 51 and for the time being in force [excepting the Deputy Municipal Commissioner or the Assistant Municipal Commissioner.]
