to create posts of directors, principals, university teachers, non-vocational academic staff, non-teaching skilled, administrative staff and other posts required by the university, from its own fund and from the funds received from other funding agencies, prescribe their qualifications, experience and pay-scales, as per the University Grants Commission (UGC) recommendation, after approval of the State Government, and to make appointments thereto;
