Whoever does any work in contravention of clause (a), or any condition imposed under clause (b), of sub-section (1) of section 49 shall, on conviction, be punished with fine which may extend to five thousand rupees and the court shall, in such order of conviction, direct that if such contravention continues after the date of the order
