Returns should be made to all writs issued from the High Court, if possible within the time specified therein, in the form of endorsement on the writ certifying its execution, or the reasons which may have prevented its execution. When such execution involves the arrest of an accused person, or the release of a prisoner, the return should be made, immediately after such person has been arrested, or released; when execution involves the refund of a sum of money, the return should be made immediately after the refund has been made. The date of the arrest or of the refund should be certified in the return. All the writs issued by the High Court should invariably be returned in time. In cases in which prisoners have been released, the date and hour at which the Superintendent of Jail received the order to release the prisoner and the date and hour at which he released the prisoner should be certified. On receipt of a writ from the High Court the date of receipt shall be at once endorsed thereon; and when the return is made, the reasons shall be stated for any delay that may have occurred beyond the period prescribed for the return.
