Copies shall be furnished within 10 days of the application, if the application is complete, from the day on which it is presented, unless further delay is unavoidable, in which case the cause of delay shall be endorsed on the copy. In other cases the period of 10 days shall be computed from the date on which the application is granted. Whenever a convicted person who has applied for a copy of the judgment of the Court concerned, requests the Court to furnish him with a certificate that though he applied for such a copy it is not yet ready for delivery, it should be supplied to him immediately by the Court by which he is convicted, in form No. 96 under the signature of the officer entrusted with the work of certifying copies.
