Simple copies of any document on the record of a proceeding may be certified as true copies upon an application made in that behalf: Provided that the copies sought to be certified are typed neatly on good paper and otherwise in conformity with the instructions laid down in paragraph 386 above; and Provided further that the applicant pays the comparing fees herein prescribed for regular certified copies.
