The Sessions Judge or the Chief Metropolitan Magistrate, as the case may be, should issue suitable instructions for the disposals of old cases, if any, and if he finds that there are many cases pending for over six months, or that the work is seriously in arrears, he should consult the Magistrate and if necessary, submit to the High Court his recommendations as to the best means of bringing the file under control.
