Returns in Form BE giving explanations for delay in the disposal of cases in which undertrial prisoners have been in custody for more than three months. 1. Returns in this form should be sent by Judicial Magistrates to the Sessions Judge and by the Metropolitan Magistrates to the Chief Metropolitan Magistrate by the 5th of April, July, October and January, for each quarter of the Calendar year. 2. The Sessions Judge or the Chief Metropolitan Magistrate, as the case may be, after examining those Returns forward them to the High Court with his remarks and state the action, if any, taken by him. 3. An explanation should be given for delay, if any, in the submission of the Returns.
