When a Sessions Judge or a Judicial Magistrate or a Metropolitan Magistrate delivers charge of his Court on transfer whether to his successor direct or to some one else, he should submit to the High Court a Return in standard form Civ. E. 289 (revised) which is reproduced in the Civil Manual Vol. II, showing the state of the file on the dates of his receiving and delivering the charge. An Assistant Judge or a Civil Judge who is a Joint Judge on deputation need not submit such a Return.
