Summonses for the production of documents in the custody of the Houses of Parliament or of the House of State Legislatures or the examination of the officers or the heads of Parliament or of the State Legislature, should not be issued in the ordinary form. A letter requesting the production of the documents or requesting to direct Officer to appear as witness should be substituted therefor
